Captain Paul Watson and his vessel Steve Irwin are in Fremantle and due to depart for the Southern Ocean this weekend.
The group has added a new high speed boat to its fleet and hopes it will be able to reduce the number of whales caught by Japanese vessels this summer.
Captain Watson told ABC Local Radio the Rudd Government has not lived up to its promises on protecting whales.
"Since the election of the Rudd Government, Australia's had the weakest position at the International Whaling Commission [IWC] every year," he said.
"In fact former environment minister Ian Campbell was the strongest and most aggressive voice that we've ever had at the IWC, so nothing has been achieved in the last two years, nothing."
